ICANN Accountability – What’s on the Table, Really?

The IANA transition process has gained significant momentum in the last few weeks. The second version of the draft transition proposal is available here for public comment. Meanwhile, the accountability working group, whose proposal must pass muster with the US government for the transition to happen, continues with its deliberations.

In its scoping document, the Cross-Community Working Group on Enhancing ICANN Accountability (CCWG) identified certain proposals that could potentially increase the Corporation’s accountability through community empowerment. A legal note prepared by CCG examines four such proposals: Membership Corporation, Representative Delegates with Decisional Authority, Community “Veto” Process to Challenge Board Decisions and Supervisory Board / 2-Tier Board Construction, with a view to check its viability under California law. We’ve identified a list of broad questions and concerns for some proposals, all of which can be accessed here.
